Malta Permanent Residence Programme

Over the years, Busuttil & Millo Advocates has assisted individuals and families from all over the world to relocate to Malta in the smoothest way possible, taking advantage of the fact that Malta has been part of the European Union since 2004 and also part of the Schengen Area Agreement since 2007. The Malta Residence and Visa Programme was launched by the Maltese Government in 2015, as amended by Legal Notice 189 of 2017,  in order to encourage third-country nationals to settle, reside and stay indefinitely in Malta. More importantly, the MRVP also gave individuals the opportunity to travel freely within the Schengen area without the need for applying for a visa.

 

The Malta Residence and Visa Programme, was recently amended by the introduction of the Legal Notice 122 of 2021 which introduced the new Malta Permanent Residence Programme  The MPRP offers third country nationals the opportunity to settle, stay and  reside permanently in Malta or Gozo together with one’s registered dependants. It also offers the freedom to enjoy Visa-free travel across Schengen, 90 out of 180 days. It is also a residency programme that allows four generations of families to apply. 


To be eligible for the Malta Permanent Residence Programme, applicants should:

Be third country nationals, non-EEA and non-Swiss;
Not benefit under other pertinent regulations and schemes;
Be in receipt of stable and regular financial resources, sufficient to maintain themselves and their dependants, without recourse to the social assistance system of Malta;
Show they have capital assets of not less than €500,000, out of which a minimum of €150,000 must be financial assets;
Be fit-and-proper individuals and have a clean criminal record; not pose any potential threat to the national security, public policy, public health or public interest.
In possession of a valid travel document
Pass a strict four tier due diligence test

Qualifying Family Members: 

  • the spouse or partner of the main applicant;
  • a child, including an adopted child, of the main applicant or of the spouse who is less than eighteen years of age;
  • a child, including an adopted child, of the main applicant or of the spouse, who is over eighteen years of age, not married, and principally dependant on the main applicant;
  • a parent or grandparent of the main applicant or of the spouse, who is principally dependant on the main applicant;
  • an adult child of the main applicant or of the spouse, who has been certified by a recognized medical professional/Authority as having a disability in terms of the Equal Opportunities.

 

Fees and Contributions

To benefit under the Malta Permanent Residence Programme, the applicants are to satisfy the following criteria: 

 

Purchase Property Option

  • Pay a Government contribution of €68,000;
  • Pay €2,000 towards NGOs;
  • Purchase property for a minimum value of €300,000 (Gozo/South of Malta) or €350,000 (North of Malta) and hold for 5 years (after which a residential address is required);
  • Contribution of senior Dependent: €7500/ each;
  • Purchase health insurance covering Malta for each
    applicant.

 

Rent Property Option

  • Pay a Government contribution of €98,000;
  • Pay €2,000 towards NGOs;
  • Rent property for a minimum value of €10,000 (Gozo/South of Malta) or €12,000 (North of Malta) per annum for 5 years (after which a residential address is required);
  • Contribution of senior Dependent: €7500/ each;
  • Purchase health insurance covering Malta for each
    applicant.
